Country Background

Democratic Transition

Based on well-known democracy data, TJET records one democratic transition starting in 2002.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records eleven violent intrastate conflict episodes between 1991 and 2020 (during 20 calendar years), involving nine distinct armed opposition groups fighting against the government. Two conflict episodes were internationalized by involvement of external state actors.

Transitional Justice Data

Amnesties

Burundi had six amnesties between 1978 and 2006. Two occurred in the context of democratic transition. Two were passed after internal armed conflict. Two were part of a peace agreement. Four amnesties released political prisoners. Two amnesties forgave human rights violations.

Domestic Trials

TJET has compiled data on 30 domestic prosecutions between 1994 and 2020. These include 18 regular human rights prosecutions of state agents, in which 17 persons were convicted; nine intrastate conflict prosecutions of state agents, in which 16 persons were convicted; and three intrastate conflict prosecutions of opposition members, in which ten persons were convicted.

Truth Commissions

Burundi mandated two truth commissions in 1995 and 2014. One completed its operations by 1996. One of the commissions issued a final report, which is publicly available. The report included recommendations for prosecutions and institutional reforms.

UN Investigations

Burundi was subject to four UN investigations between 1993 and 2020. Two investigations aimed to encourage domestic prosecutions.
