Country Background
Democratic Transition
TJET records no democratic transitions in Chad between 1970 and 2024.
Violent Conflict
Based on the Uppsala Conflict Data Program, TJET records 34 violent intrastate conflict episodes between 1970 and 2023 (during 41 calendar years), involving 28 distinct armed opposition groups fighting against the government. Eight conflict episodes were internationalized by involvement of external state actors.

Transitional Justice Data

Amnesties
Chad had 24 amnesties between 1979 and 2023. Six were passed during ongoing internal armed conflict. Twelve were passed after internal armed conflict. Eight were part of a peace agreement. Nine amnesties released political prisoners. Ten amnesties forgave human rights violations.

Domestic Trials
TJET has compiled data on 16 domestic prosecutions between 1994 and 2020. These include eight regular human rights prosecutions of state agents, in which six persons were convicted; six intrastate conflict prosecutions of state agents, in which one person was convicted; and two intrastate conflict prosecutions of opposition members, in which four persons were convicted. In one trial that involved high-ranking state agents, one person was convicted.

Foreign Trials
Nationals of Chad were defendants in two foreign prosecutions in France and Senegal beginning between 2000 and 2013.

Truth Commissions
Chad mandated one truth commission in 1990. The commission completed its operations in 1992. The commission issued a final report, which is publicly available. The report included recommendations for prosecutions and institutional reforms.
