For Congo, TJET has collected information on: three amnesties between 1979 and 2003; 22 domestic trials starting between 1970 and 2018; and one foreign trial starting in 2001.

Country Background

Democratic Transition

Based on well-known democracy data, TJET records one democratic transition starting in 1991.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records seven violent intrastate conflict episodes between 1993 and 2016 (during six calendar years), involving four distinct armed opposition groups fighting against the government. Five conflict episodes were internationalized by involvement of external state actors.

Transitional Justice Data

Amnesties

Congo had three amnesties between 1979 and 2003. Two were passed after internal armed conflict. Two were part of a peace agreement. Two amnesties released political prisoners. One amnesty forgave human rights violations.

Domestic Trials

TJET has compiled data on 22 domestic prosecutions between 1970 and 2019. These include one transitional human rights prosecution of state agents, in which no one was convicted; nine regular human rights prosecutions of state agents, in which ten persons were convicted; six intrastate conflict prosecutions of state agents, in which eight persons were convicted; one intrastate conflict prosecution of opposition members, in which three persons were convicted; and seven opposition prosecutions of state agents or opposition members, in which seven persons were convicted. In four trials that involved high-ranking state agents, five persons were convicted.

Foreign Trials

Nationals of Congo were defendants in one foreign prosecution in France beginning in 2001.
