Democratic Transition
Based on well-known democracy data, TJET records two democratic transitions starting in 1994 and 2006.

Violent Conflict
Based on the Uppsala Conflict Data Program, TJET records four violent intrastate conflict episodes between 1989 and 2004 (during three calendar years), involving four distinct armed opposition groups fighting against the government.

Transitional Justice Data

Amnesties
Haiti had five amnesties between 1972 and 1994. One occurred in the context of democratic transition. Three were passed after internal armed conflict. Two were part of a peace agreement. Four amnesties released political prisoners. One amnesty forgave human rights violations.

Domestic Trials
TJET has compiled data on 30 domestic prosecutions between 1982 and 2015. These include five transitional human rights prosecutions of state agents, in which 58 persons were convicted; 22 regular human rights prosecutions of state agents, in which twelve persons were convicted; three intrastate conflict prosecutions of state agents, in which 59 persons were convicted; one intrastate conflict prosecution of opposition members, in which no one was convicted; and one opposition prosecution of state agents or opposition members, in which no one was convicted. In four trials that involved high-ranking state agents, seven persons were convicted.

Truth Commissions
Haiti mandated one truth commission in 1995. The commission completed its operations in 1996. The commission issued a final report, which is publicly available. The report included recommendations for prosecutions, reparations, and institutional reforms.

Vetting Policies
Haiti had two vetting policies between 1987 and 1995. These policies provided sanctions based on past individual conduct.
