Transitional Justice Data

Amnesties
Paraguay had two amnesties between 1978 and 1984. Two amnesties released political prisoners.

Domestic Trials
TJET has compiled data on 61 domestic prosecutions between 1987 and 2020. These include 13 transitional human rights prosecutions of state agents, in which 20 persons were convicted; 46 regular human rights prosecutions of state agents, in which 51 persons were convicted; one intrastate conflict prosecution of state agents, in which one person was convicted; and one opposition prosecution of state agents or opposition members, in which three persons were convicted. In eight trials that involved high-ranking state agents, seven persons were convicted.

Foreign Trials
Nationals of Paraguay were defendants in two foreign prosecutions in Italy and the United States of America beginning between 1979 and 1998.

Reparations Policies
Paraguay implemented one reparations policy, starting in 2002. According to available information, there was a total of 20000 individual beneficiaries.

Truth Commissions
Paraguay mandated one truth commission in 2004. The commission completed its operations in 2008. The commission issued a final report, which is publicly available. The report included recommendations for prosecutions, reparations, and institutional reforms.
