Country Background

Democratic Transition

Based on well-known democracy data, TJET records one democratic transition starting in 1985.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records one violent intrastate conflict episode in 1972, involving one armed opposition group fighting against the government.

Transitional Justice Data

Amnesties

Uruguay had two amnesties between 1985 and 1986. Two occurred in the context of democratic transition. One amnesty released political prisoners. One amnesty forgave human rights violations.

Domestic Trials

TJET has compiled data on 18 domestic prosecutions between 1972 and 2019. These include five transitional human rights prosecutions of state agents, in which 13 persons were convicted; eleven regular human rights prosecutions of state agents, in which eight persons were convicted; two intrastate conflict prosecutions of state agents, in which two persons were convicted; and two intrastate conflict prosecutions of opposition members, in which four persons were convicted. In two trials that involved high-ranking state agents, two persons were convicted.

Foreign Trials

Nationals of Uruguay were defendants in two foreign prosecutions in Argentina and Italy beginning between 1998 and 2005.

Reparations Policies

Uruguay implemented one reparations policy, starting in 2009. According to available information, there was a total of 366 individual beneficiaries.

Truth Commissions

Uruguay mandated four truth commissions in 1985, 1990, and 2000. The commissions completed their operations in 1985, 1987, 1990, and 2003. The commissions issued final reports, one of which is publicly available. The reports included recommendations for prosecutions, reparations, and institutional reforms.
