Country Background

Democratic Transition

Based on well-known democracy data, TJET records one democratic transition starting in 1992.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records nine violent intrastate conflict episodes between 1991 and 2020 (during 15 calendar years), involving three distinct armed opposition groups fighting against the government. Seven conflict episodes were internationalized by involvement of external state actors.

Transitional Justice Data

Amnesties

Azerbaijan had 21 amnesties between 1997 and 2019. One occurred in the context of democratic transition. One was passed during ongoing internal armed conflict. Seven were passed after internal armed conflict. 20 amnesties released political prisoners. One amnesty forgave human rights violations.

Domestic Trials

TJET has compiled data on 15 domestic prosecutions between 1995 and 2013. These include twelve regular human rights prosecutions of state agents, in which twelve persons were convicted; two intrastate conflict prosecutions of state agents, in which one person was convicted; and one intrastate conflict prosecution of opposition members, in which one person was convicted. In one trial that involved high-ranking state agents, one person was convicted.
