For Nepal, TJET has collected information on: nine amnesties between 1976 and 2008; 28 domestic trials starting between 1993 and 2019; one foreign trial starting in 2013; one reparations policy created in 2008; three truth commissions mandated between 1990 and 2014; and three vetting policies starting between 2003 and 2006.

Country Background

Democratic Transition

Based on well-known democracy data, TJET records two democratic transitions starting in 1990 and 2006.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records one violent intrastate conflict episode between 1996 and 2006, involving one armed opposition group fighting against the government.

Transitional Justice Data

Amnesties

Nepal had nine amnesties between 1976 and 2008. Five were passed during ongoing internal armed conflict. Two were passed after internal armed conflict. One was part of a peace agreement. Two amnesties released political prisoners. Six amnesties forgave human rights violations.

Domestic Trials

TJET has compiled data on 28 domestic prosecutions between 1993 and 2019. These include ten transitional human rights prosecutions of state agents, in which twelve persons were convicted; 13 regular human rights prosecutions of state agents, in which three persons were convicted; eleven intrastate conflict prosecutions of state agents, in which 13 persons were convicted; two intrastate conflict prosecutions of opposition members, in which one person was convicted; and one opposition prosecution of state agents or opposition members, in which one person was convicted. In two trials that involved high-ranking state agents, no one was convicted.

Foreign Trials

Nationals of Nepal were defendants in one foreign prosecution in United Kingdom beginning in 2013.

Reparations Policies

Nepal implemented one reparations policy between 2008 and 2012. TJET found no information on the total number of beneficiaries.

Truth Commissions

Nepal mandated three truth commissions in 1990 and 2014. One completed its operations by 1991. One of the commissions issued a final report, which are publicly available.

Vetting Policies

Nepal had three vetting policies, starting in 2003; TJET found no information on whether or when the policies ended. Two policies provided sanctions based on past individual conduct.

UN Investigations

Nepal was subject to one UN investigation in 2009. One investigation aimed to encourage domestic prosecutions.
