For Croatia, TJET has collected information on: four amnesties between 1992 and 1996; 183 domestic trials starting between 1992 and 2020; one foreign trial starting in 2010; seven international trials starting between 1995 and 2004; and one reparations policy created in 2015.

Country Background

Democratic Transition

Based on well-known democracy data, TJET records one democratic transition starting in 1999.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records three violent intrastate conflict episodes between 1992 and 1995 (during three calendar years), involving two distinct armed opposition groups fighting against the government. Two conflict episodes were internationalized by involvement of external state actors.

Transitional Justice Data

Amnesties

Croatia had four amnesties between 1992 and 1996. One occurred in the context of democratic transition. One was passed during ongoing internal armed conflict. Three were passed after internal armed conflict. One was part of a peace agreement.

Domestic Trials

TJET has compiled data on 183 domestic prosecutions between 1992 and 2020. These include 29 transitional human rights prosecutions of state agents, in which 41 persons were convicted; six regular human rights prosecutions of state agents, in which five persons were convicted; 32 intrastate conflict prosecutions of state agents, in which 49 persons were convicted; 141 intrastate conflict prosecutions of opposition members, in which 334 persons were convicted; and four opposition prosecutions of state agents or opposition members, in which three persons were convicted. In four trials that involved high-ranking state agents, three persons were convicted.

International or Hybrid Trials

Nationals of Croatia were subject to seven international prosecutions between 1995 and 2011, which led to four convictions.

Nationals of Croatia were defendants in one foreign prosecution in Serbia beginning in 2010.
