Country Background

Democratic Transition

Based on well-known democracy data, TJET records one democratic transition starting in 1989.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records no episodes of violent intrastate conflict in Hungary between 1970 and 2020.


Transitional Justice Data

Amnesties

Hungary had two amnesties between 1985 and 1992. One occurred in the context of democratic transition. Two amnesties released political prisoners.

Domestic Trials

TJET has compiled data on 27 domestic prosecutions between 1993 and 2020. These include two transitional human rights prosecutions of state agents, in which two persons were convicted; and 25 regular human rights prosecutions of state agents, in which 14 persons were convicted. In two trials that involved high-ranking state agents, one person was convicted.

Vetting Policies

Hungary had one vetting policy between 1994 and 2005. One policy prescribed bans from holding future office. One policy aimed to declassify the records of former state security agents. One policy included legal consequences for non-disclosure of relevant past activities.
