For Spain, TJET has collected information on: five amnesties between 1975 and 1984; 38 domestic trials starting between 1982 and 2015; four foreign trials starting between 2010 and 2014; and one reparations policy created in 2007.

Country Background

Democratic Transition

Based on well-known democracy data, TJET records one democratic transition starting in 1976.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records three violent intrastate conflict episodes between 1978 and 1991 (during nine calendar years), involving one armed opposition group fighting against the government.

Transitional Justice Data

Amnesties

Spain had five amnesties between 1975 and 1984. Two occurred in the context of democratic transition. Four amnesties released political prisoners. One amnesty forgave human rights violations.

Domestic Trials

TJET has compiled data on 38 domestic prosecutions between 1982 and 2018. These include 28 regular human rights prosecutions of state agents, in which 25 persons were convicted; seven intrastate conflict prosecutions of state agents, in which twelve persons were convicted; two intrastate conflict prosecutions of opposition members, in which one person was convicted; and one opposition prosecution of state agents or opposition members, in which two persons were convicted. In four trials that involved high-ranking state agents, three persons were convicted.

Foreign Trials

Nationals of Spain were defendants in four foreign prosecutions in Argentina beginning between 2010 and 2014.

Spain implemented one reparations policy, starting in 2007. According to available information, there was a total of 190 individual beneficiaries.
