Country Background

Democratic Transition

TJET records no democratic transitions in Algeria between 1970 and 2020.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records seven violent intrastate conflict episodes between 1991 and 2020 (during 29 calendar years), involving six distinct armed opposition groups fighting against the government. One conflict episode was internationalized by involvement of external state actors.

Transitional Justice Data

Amnesties

Algeria had 13 amnesties between 1979 and 2020. Six were passed during ongoing internal armed conflict. Eight amnesties released political prisoners. Three amnesties forgave human rights violations.

Domestic Trials

TJET has compiled data on twelve domestic prosecutions between 1996 and 2019. These include eight regular human rights prosecutions of state agents, in which three persons were convicted; one intrastate conflict prosecution of state agents, in which one person was convicted; one intrastate conflict prosecution of opposition members, in which no one was convicted; and two opposition prosecutions of state agents or opposition members, in which two persons were convicted. In one trial that involved high-ranking state agents, one person was convicted.

Foreign Trials

Nationals of Algeria were defendants in two foreign prosecutions in France and Switzerland beginning between 2003 and 2011.

Reparations Policies

Algeria mandated one reparations policy in 2006. TJET found no information on the total number of beneficiaries. TJET found no evidence on implementation.

Truth Commissions

Algeria mandated two truth commissions in 2003 and 2019. The commissions completed their operations in 2005 and 2019. The commissions issued final reports, which are publicly available. The reports included recommendations for institutional reforms.
