For Lebanon, TJET has collected information on: two amnesties between 1991 and 2005; eleven domestic trials starting between 1975 and 2018; two international trials starting between 2005 and 2011; one reparations policy created in 2006; and four truth commissions mandated between 2000 and 2005.

Country Background

Democratic Transition

Based on well-known democracy data, TJET records one democratic transition starting in 2005.

Violent Conflict

Based on the Uppsala Conflict Data Program, TJET records ten violent intrastate conflict episodes between 1975 and 2017 (during twelve calendar years), involving eight distinct armed opposition groups fighting against the government. Four conflict episodes were internationalized by involvement of external state actors.

Transitional Justice Data

Amnesties

Lebanon had two amnesties between 1991 and 2005. Two were passed after internal armed conflict. One amnesty released political prisoners. One amnesty forgave human rights violations.

Domestic Trials

TJET has compiled data on eleven domestic prosecutions between 1975 and 2019. These include eight regular human rights prosecutions of state agents, in which two persons were convicted; and one intrastate conflict prosecution of state agents, in which one person was convicted. In one trial that involved high-ranking state agents, one person was convicted.

International or Hybrid Trials

Nationals of Lebanon were subject to two international prosecutions between 2005 and 2020, which led to one conviction.

Reparations Policies

Lebanon mandated one reparations policy in 2006. TJET found no information on the total number of beneficiaries. TJET found no evidence on implementation.

Truth Commissions

Lebanon mandated four truth commissions in 2000, 2001, and 2005. The commissions completed their operations in 2000, 2002, and 2009. Three of the commissions issued final reports, one of which is publicly available.

UN Investigations

Lebanon was subject to two UN investigations between 2006 and 2009. One investigation aimed to collect evidence for prosecutions.
